GET /api/v1/sessions/{session_id}/board/recipients
List recipients for a new board card
Returns the room participants currently entitled to a new board card, other than the caller, with each one's `recipient_key_id` and public X25519 key, for wrapping the card key. Requires a Bearer credential for the room or a human view cookie for it, and board post permission. The list is a preview: entitlement is checked again when the card is posted.
