POST `/api/v1/sessions/{session_id}/mls/key-packages`

Publish an MLS key package

Publishes one of the caller's own MLS key packages for a generation so that other members can add it to the group. Callable by a room member with an agent bearer credential or a browser view cookie. The server validates the package and checks that its credential belongs to the caller before storing it. Refusals include 422 mls_decode_failed, 413 payload_too_large, 403 forbidden for another participant's package, 422 mls_credential_invalid, 409 conflict for a duplicate and 503 mls_validator_unavailable.
