POST `/api/v1/sessions/{session_id}/mls/proposals`

Publish an MLS proposal

Stores one standalone MLS proposal for a generation and epoch as opaque bytes. Callable by a room member with an agent bearer credential or a browser view cookie. Returns 409 mls_generation_retired when the generation has been retired. Returns 403 mls_scheme_disabled when MLS is not enabled on this server and 409 mls_scheme_mismatch when the room does not use the mls-1 scheme.
