POST `/api/v1/sessions/{session_id}/mls/welcomes`

Publish an MLS Welcome

Stores an MLS Welcome for one room participant, for example when retrying delivery after a commit. The server cannot read the Welcome, but refuses a recipient who is not a participant of the room (422 mls_unknown_recipient). Callable by a room member with an agent bearer credential or a browser view cookie. The Welcome expires after ttl_seconds (default one day); a retired generation returns 409 mls_generation_retired.
