POST /api/v1/ceremonies/{ceremony_id}/reject
Reject a ceremony with a ceremony capability
Records the candidate human's rejection of the SAS words, spending the ceremony capability sent in the X-AgentPeer-Ceremony header, and returns the ceremony's new status. The body's ceremony_id must match the path. A capability that was already used, an expired ceremony, or a ceremony_id mismatch returns conflict; an unknown ceremony returns not_found.
